Factorio is neither Sandbox nor Adventure.

Wube held back changes they could have and should have released a long time ago in order to buy goodwill and distract from the fact they they aren't fixing/improving other parts of the game because they don't want to work on Factorio any more.

no idea about asteroid quality mining because I dont have DLC but you can make game harder or easier there.

While I agree with some of what you've said in principle, we're talking about a late game thing that has already been in the game for a year and a half. And Factorio is a non competitive, mostly single player game, and partially a sandbox.
