Nice! It appears that the final splitters somehow break compression though. In my tests the leftmost output belt has holes quite often. I've found the second link you gave when looking for a way to test for mods, thats how I learnt about active_mods in the first place... The page is very vague on how active_mods works, and doesn't specify anything about how it can be used other than to just generate a list of mods. Quoting the page...

This also happens with underground belt entrances, which also fits the "not a bug" reasoning. What is strange is that it happens pretty inconsistently. Sometimes the inserter may work successfully, but in another copy of the same setup it may start failing to pick up any items. Here is a b...

Edit2: I had a look in creative mode, I don't see any gaps in the output belt. It outputs just under 2.4k/m, the 5s statistic seems to oscillate between 200 and 199 plates, with 200/5s being the maximum output of a blue belt.
