My guess is that the inserters have a different chance to grab an item depending if they are facing south or north. Therefore you get an imbalance of the two sides of the belt causing one side to be packed full while the other is missing plates sometimes.

Destroy factor only takes destroying structures into account, not biters. Pollution factor takes all pollution and not only the absorbed by biter structures AFAIK.

The two cooldown factor are cooldown between sending out expansion groups I think.

I am not a combinator expert but I think as there is no Q input there is also no Q output. You need either Q input or set output to 1 instead of input count.
