For me a good sink for stone in "peaceful" games would be rails. To not hinder early game give rails two possible recipies - one with wooden ties and one modern with concrete tiles.

If you go by the theme of reinforced concrete, I would suggest iron sticks instead of iron plates. ;) I mean, usually it is just concrete poured over a mesh of iron (or steel) sticks.

Agreed that iron ore does not make a lot of sense...

I have found resource generation to be fine. On the maps I've made since 13.0 (about half a dozen) I've had some of all the resources nearby and then with just a little exploration I can find more. It's a case of balance, not thematics. If you need a reason, you could argue the pollution comes from impurities in the oil patch, which would also decrease over time.
