when you start a new game, before clicking the last 'confirm' you can adjust settings/difficulty options.
no idea about asteroid quality mining because I dont have DLC but you can make game harder or easier there.

I noticed IR3 is lastly updated for 1.1
I know there is fix/hack/work-around, but I am not very technical-educated. I prefer the easiest and most stright-forward way to do it.
