[2.0.28] Rocket of Blue Circuits not launching

for some reason, all my rockets on Vulcanus with Blue Circuits are not launching. I think they were launching before on this version, not sure why they're all stuck now.

The tooltip says that the rocket stack is .3, instead of .25.
Perhaps shortened?
Still that pretty different than user expectation (expecting 3 rockets to fill 1 stack, but it requires 4 rockets).

[2.0.11] Inserter disabled with Anything condition and no signals

When I have a long inserter connected to an empty steel chest and the condition set to GREEN * <50, when nothing is in the chest, the inserter status is "disabled by control behavior".
If 1 item is in the chest, it will work correctly until the quantity set is met (50 in this case).

This bug has been in a few versions.
Example case is: I have an existing blueprint that has a grid size that I want to update. In the existing blueprint, I choose to 'select new contents for the blueprint'.
