If you pick up a blueprint/book from the library manually the event on_player_cursor_stack_changed will trigger. However if you drop that blueprint on the shortcut bar and later use the shortcut bar to select it the event does not trigger. This is only for shortcuts to the library, making a shortcut to blueprint that exists in the inventory work just fine.
This makes it hard to react to the player having a blueprint in the cursor if you want to attach custom logic to that condition.
