If you change a control setting or set a new one there won't be the tooltip "Right mouse button to clear" until you reload the control settings GUI.
In the pictures below I cleared the setting and set it to the same value again.

Thanks for the report. I wasn't able to reproduce what you describe but if I cleared the control, left the GUI, and came back then it never had a tooltip. So that's now fixed for the next release.
