Is there a way to disable selected building placement?

I was wonderin if it is possible to disable selected building placement/building on a dedicated server. Mainly for achievement hunting on multiplayer in case of "Steve" didn't get the memo. In example, disableling solar panel placement for full on steam achievement or just for fun extra difficulty. And if it is please give spesifict intructions. Thanks.
