[1.1.3] Right-alt characters problems in console

I use console mostly for chatting at local MP sever, but the issue is also visible in SP.

After update to 1.1.2 following problem is visible:
- I open console (~)
- I try to type polish 'hello' message: "Cześć"
- when typing "ś" (right-alt + s) player moves down (looks like the 's' command leaks from console)
- when typing "ć" (right-alt + c) player shoots nearest pointed entity (possibly nuking half of the base) (looks like the 'c' command leaks from console)

Expected results:
- When typing right-alt characters there should be no control over player

Issue is not visible in 1.0.0

It's reproducible both on Windows and Linux versions.

Issue is visible also with other keyboard layouts with dead keys (activated by right-alt)
