The category for the controls for the shortcut bar is called "Tools" while in the "Quickbar" section the settings are called "Shortcut 1", "Secondary shortcut 2" etc. This is very confusing. The names probably originate from a time when the shortcut bar didn't even exist yet. Here my suggestion for new names:
"Tools" -> "Shortcut bar"
"Shortcut 1" -> "Slot 1"
