[1.0.0] Artillery turret requires concrete, tech tree ignores that

In 1.0.0, the artillery turret unlocked by artillery technology requires concrete to be crafted.
However, the artillery technology does not contain a direct nor indirect dependence on concrete.
This makes the artillrery turret the only recipe unlocked by this tech that is not usable at the time of research.
