Description: after pasting a blueprint, a lot of lamps connected to circuit networks are shining while they shouldn't (no mods, vanilla 0.18.30).
It is somehow related to beacons waiting for modules. After inserting modules, lamps magically stop shining.
The bug is reproducable. lamp_bug_pre.zip is a save just before the blueprint pasting, and lamp_bug_post.zip is a save immediately after the pasting. I tried to paste the blueprint for several times and the bug always presented.

I am trying to understand what you describe as an bug but i cannot find any.
There are constant combinators missing where the lamps are turned on. When placed they give a signal of -40 U235 that turns lamps off. Without constant combinators, lamp condition is met so lamp is turned on.

Oh. You're right. My mistake. Didn't see that constant combinator are missing. Sorry for disturbance.
