[??] Robots are able to place rail signals on water

I am not sure how to give more information about it. if i place a blueprint or ghost of rail signals or chain signals, the robots will override the placing on water error.

Once landfill is manual placed, it acts the same way as it does around large power poles, and will not place directly under the signal, and leaves a small tile of water. Walking into that space where the signal/water are causes your character to die instantly.

Does it happen without mods? (Because I can't place signal ghost on water in vanilla 0.17.79, so I am assuming you are using mods)
