strange game starting behavior

I've had a performance problem when starting factorio for a long time (actually always). The problem is this: when I start factorio after downloading the .zip file and unpacking it for the first time, it only takes a few seconds to start. if I then start factorio after restarting my computer, it will take about 20 times as long. he always needs a long time on the point "check graphics". this is the case with every start after restarting the computer. the funny thing: if I delete the factorio folder, unzip the original archive and start factorio.exe again, it still takes so long.

does anyone know what that can be and what I can do about it?
I use windows 7 64bit with activated aero and factorio 0.18.18.
