[0.18.18] Cannot open multiplayer browser, error code 10038

[0.18.18] Cannot open multiplayer browser, error code 10038

It's as simple as that. Load the game, hit "Multiplayer", get a popup saying something about error codes and ports.

Note: This wasn't happening a few weeks ago.
