[0.18.10] Tooltips flashing when riding at high speed

When player is riding a train 270kmph its pointless to have any tooltips flashing constantly.

Best example:
Factorio Maze
some people may not care but it's ugly
but that tooltip behaviour could be smarter here.

Especially with option "tooltips at cursor".

You can specify a delay with the "Entity tooltip delay" option in the Interface settings, doesn't it achieve what you want ?

No.
For example:
Because when I stand for hours trying to create my circuit contraption, I want my tooltips to be displayed without delay.

And my point was that tooltips should be intelligent about that. Not to rely on any player settings.

But I like the flashing.

100 km/h = 27.7 meter per second, 1 meter takes 0.036 seconds, that's 36 milliseconds. If you set the delay to that value the tooltip should disappear if you drive faster than 100 km/h.
