what resolution does Factorio run in in the first place?
Specifically, I have a UHD monitor (2160p) that I have scaled up in Windows by 150%. I have now found that I can't set some games to a higher resolution than 1440p, which is unexpected - I assumed that games would use their own scaling, which some of them seem to do, while others don't.
So - what does Factorio do? Is there a log file where I can see the resolution actually used?
BTW, what does the option "render-in-native-resolution" in the config file do? What is "native resolution" - panel resolution or Windows resolution?

Factorio should use your monitor's resolution, including 4K - I have not heard of any restrictions in that area, and I think I remember some people mentioning playing in 4K before (although I don't personally have a 4K monitor to verify that). If you want to verify that on Windows the log file should be at %appdata%/Factorio/factorio-current.log (which iirc expands out to C:/users/$user/appdata/roaming/Factorio), and resolution should be a few lines down. If that doesn't show as 2160p then I'm guessing it's related to Windows settings, but you can post back here and we'll figure something out.
