Rendering a rectangle/text onto the map (chart)

I'm wondering if there's a way to render rectangles and text onto the map / chart - that is, not rendering the rectangle in-game, but only when the player presses M and is zoomed out.

I'm working on a mod for territory control, and I want players to see ownership of territory on the map.
