[0.17.74] Stack filter inserter does not pick up items off train

Sometimes when I set up a stack filter inserter to unload from the train, it sits there stuck in "Waiting for source items" even though the train wagon does contain a filtered item.

The issue is very intermittent - in this particular case, I have about 10 identical blueprinted resupply stations, and only one of them is not unloading laser turrets. It also seems to be position-specific. I've tried completely removing and re-adding the inserter and it doesn't help. When I hover over the inserter it highlights both the wagon and the chest correctly.

Non-damaged and damaged items don't stack. The chest contains damaged items, the wagon contains non-damaged items, so those cannot be put into the chest.
