[0.17.67] Transport Belt Madness Item Restock

In the 0.17.x build campaign during Transport Belt Madness Level 3, if you place objects and then click start level, and then click back to building, the items you placed will remain on the ground but all items will restock on the item bar. This leads to the level being easier than intended.

You get unlimited items in the Transport belt madness levels, so the free restocking doesn't matter
