You should replace the word "Befehl" by "Anweisung". "Befehl" is for soldiers. "Anweisung" is for urban people.

Yes, "Befehl" is used in the lingo of computer programming/data processing as well as in that of the military. It means an order that has to be strictly followed, and in the military you will be punished for disobeying an order -- under martial law, refusing to obey an order has often brought about capital punishment. Then again, I'd argue that there is no big difference between soldiers and computers. In my opinion, "Befehl" is rather strong. However, without any context where this word would be used, I find it hard to say which translation would be more fitting. (Sorry, I generally use the English locale with all software although German is my first language, so this is the first time I've seen that word in Factorio.)
A good mod deserves a good changelog. Here's a tutorial (WIP) about Factorio's way too strict changelog syntax!
