What's wrong with scenario-only mods? They work fine.

You mean scenarios that would be placed in the mods folder instead of the scenarios folder ?

Yea. A mod.zip that contains only info.json and a "scenarios" folder. The problem is that since 0.17 the game doesn't distinguish between "has data" and "has no data" mods anymore, which means that any active mod must be synced to all clients - even if it's only content are scenarios. There does seem to be overlap between mods and scenarios... but as long as there's a scenarios folder my suggestion still stands.
