Allow playing Zipped scenarios

TL;DR
Allow playing (and maybe editing ?) scenarios that are .zipped.
What ?
Saves are already zipped (IIRC can be loaded unzipped too?), mods come zipped, and can be used either zipped or unzipped, with a nice priority system - why can't we play (and maybe even edit ?) zipped scenarios ?
Why ?
Automating scenario zipping/unzipping would make for easier sharing of scenarios.

What's wrong with scenario-only mods? They work fine.

You mean scenarios that would be placed in the mods folder instead of the scenarios folder ?

Yea. A mod.zip that contains only info.json and a "scenarios" folder. The problem is that since 0.17 the game doesn't distinguish between "has data" and "has no data" mods anymore, which means that any active mod must be synced to all clients - even if it's only content are scenarios. Imho this should be fixed to make the distinction again and allow "scenario only" and "control only" mods, but i don't dare to report it as a bug.

There does seem to be overlap between mods and scenarios... but as long as there's a scenarios folder my suggestion still stands.
