Does anyone know of a mod that adds a rail car with machine gun turrets? If not, anyone considering doing it?

Here's another one: Armored Train (Turret wagons).
A good mod deserves a good changelog. Here's a tutorial (WIP) about Factorio's way too strict changelog syntax!
