I've tried this 3 times, and it happens every time.
I load 0.17.63 and see this message:
I start a new game. I press B, and notice all my blueprints are missing.
I close the game and try to restore them from blueprint-storage-backup.dat. After launching the game again, the blueprints are still missing.
I load 0.17.64 after restoring from the backup file. I start a new game and all blueprints are back.
I attach 3 files:
blueprint-storage-backup.dat.log
My blueprint file backup which contains all my blueprints.
I added ".log" to the end of the filename because the forum doesn't allow attachment of .dat files.

The "blank" blueprint file that seems to be created after starting 0.17.63
factorio-current.log
After doing the following: restore blueprint-storage.dat from backup, load 0.17.63, start new game, confirm blueprints missing, exit game.

You can't downgrade the blueprint lib, similar how you can't downgrade save files. That's why the game creates the backup when you downgrade instead of completely deleting your blueprints. I'm glad to hear that the backup worked for you.
