[0.17.60] Upgrade planner after manual empty still issues first upgrade

Steps to reproduce:
  1. Get new empty upgrade planner
  2. Setup it to upgrade from AM2 to AM3
  3. Remove upgrade AM2->AM3
  4. Use this empty upgrade planner on AM2
  5. It works even when empty

Hello, that is not a bug, when the upgrade planner is empty, it uses the "default upgrade path".
