There is alert for missing storage space. It is possible that after removing roboport from modular armor, robots were reassigned to stationary robot network without enough storage storage space and so robots are waiting for you to place storage chests in that network. They will not go back to you since they are already reassigned to different network.

Even with a robot network the robots wouldn't want to work, they just stood there, i placed down a roboport and chests but it still they didn't want to work, i reloaded the safe and it still wouldn't work and even afer restarting factorio completly they wouldn't want to work, so I had to go trough and destroy them manually

You placed roboport, but this created new robot network. Robots were already assigned to existing network without storage chest so your actions had no effect: robots did not reassign to your new network (they only reassign if their network is removed/destroyed) and storage chest was not added to network robots to which they were assigned. Not a bug.

Thanks for taking the time to write up the report.

It's pretty much as boskid explaind (thank you, boskid)
In addition, bots are never re-assigned into personal roboport, so that thousands of bots don't start chasing players when there is power outage. (and technically, personal roboport has limit on maximum number of robots in-flight, so that would kind of mess up that mechanic also)
