[0.17.54] Building belt will sometime overbuild splitter

If I understand it correctly, then holding down the mouse button while building belt should not replace a splitter, if you started building on a belt.

Testing out (copying what AntiElitz did), it seem fairly easy to reproduce. It overbuilds sometimes, and sometimes not.

Thanks for the report. It's now fixed for the next version of 0.17.
