Could it be that there's a problem with chests not being recognized? I have a passive provider chest with transport belts inside. It's inside a logistic network and there's demand from the player for new transport belts. The chest contains 99 belts and there's a smart inserter configurated to fill it until 100 belts are reached. Neither the robots nor the inserter do anything. It's like the chest is not there, not existent. If I remove some belts from the chest and re-insert them immediately, all things start to work. The bots begin to fly and bring me the belts and the smart inserter starts to insert.
But one thing is really weird: I also want some underground belts. They are in a storage chest somewhere in my base, but in the same logistic network. After I removed / re-inserted the belts in the first chest, I even get some underground belts delivered. Um, what?
I stand exactly a few tiles away from the passive provider chest, you can see the yellow belts with the alt mode in this save game. The chest is to right. Mods are the landfill mod and my own power armor recipe change mod, but that should not be a problem. The save should work without both mods.

I don't have OCD, I have CDO. It's the same, but with the letters in the correct order.

I checked the save, and the problem seems to be somewhere else.
The chest is working properly (you can test it by making requester chest with the belt request).
For some reason, the player logistics is ignored (actually marked as satisfied), if you put any item into the inventory (or away from it), the robots will bring all the needed items.
Didn't you do something non-standard with the player, so the belts were removed without the game notifying it?
