[0.17.52] Tile variants still depend on direction of drag

Following this bug report which was looked at for 17.51:

I get the same results in 17.52, both with vanilla stone bricks and modded tiles - tile "brushes" only produce 1x1 variants when travelling right (east) or down (south).

It was causing crashes so that fix was disabled. I fixed the crash and re-enabled it shortly after the fix went out so when the next version comes out it's re-enabled.
