[0.17.50] adding coal to furnace blocks inserter that was going to add coal

Started my first game on steam, no mods , and noticed that some inserters stopped working.

whenever I add excess coal into a furnace , inserters stop working.
It remains in status : waiting for space in destination while holding the one coal that won't enter.
Since there was not much ore in it , no coal is consumed and the inserter stays blocked.

With the tutorial I am being taught that I can add coal to furnaces, so I add my excess coal and or to the furnaces.
Unfortunately this seems to block them...

Is there a way to stil make it possible to add coal and ore to furnaces without blocking them?

The options to prevent this are to either only ever dump half stacks of fuel in so that the inserter won't block, or to reduce the stack size of the inserter to 1 so that it can't block.
