I am not sure if this is a bug per-se, \
The centrifuges across the top are unable to unload and pick-up all of the U-235, while the centrifuges along the bottom row are able.
On the top row of centrifuges, it seems every third attempt by the inserters misses a few U-235, while this is not the case along the bottom.
Is this just a timing issue with inserter orientation? I will now have to re-arrange things to only make use of inserters operating towards the north.

Not sure I understand the problem properly, can you provide the save?
Seems like just a timing issue, unless you can better see what the problem is, this does not look like a bug.

I have uploaded the save.
I just wouldn't expect building orientation to affect operation to the extent that this does.
Along the bottom row of centrifuges, running the kovarex enrichment is (almost) continuous, as the U-235 removed is immediately re-inserted.
The centrifuges across the top always miss a few, causing the process to require constant replenishment from somewhere else.
It seems odd that just rotating the setup through 180 degrees will so greatly affect the operation/timing.
*I am not sure where the save file goes when I try to upload, has "error parsing server response" alert
