I've got a headless server with a few mods. I want to change the default value for a few settings on a few mods but for the life of me I can't get it working.
Here's what I'm doing:
1) Open up Factorio
2) From main menu, go to settings --> mod settings
3) Adjust settings for Flare Stack and LTN
4) Exit
5) Go to %appdata%/factorio/mods
6) Grab mod-settings.dat and copy it to the headless server's mods folder
7) Start the headless server
8) Connect to server, load map, open mod settings and I see none of the settings I changed took effect. All settings are at their default values.
9) Disconnect from server and (from main menu) look at settings --> mod settings again. I see that the settings I applied in step #3 are in indeed effect.
Am I missing a step? All forum posts and various documentation I've found says that I should be able to copy mod settings from my single player folder to the headless server and have it work. HALP!

I figured out what I was doing wrong, and wanted to post the resolution in case anyone else encounters the same issue.
There are two types of settings on the server, those that cannot be changed "live" (like Flare Stack burn rate) and those that can (like LTN notification settings). For the ones that cannot be changed live, yes, you have to transfer the mod-settings file over. For those that can be changed live, mod-settings does not control them, only *admins* do.
I failed to notice, in the mod settings menu, at the top it states "only admins can modify these settings". That made me think "hey, aren't *I* admin?!, Hell, it's *my* server!"
A little bit of digging and it turns out no, nobody is admin by default. I typed "/promote BattleNando" in the server window for the headless server and it made me admin. I was then able to modify the settings for LTN. D'oh!
