Smart Trains and other items Mod Request

I would like to know if it is possible to make a train only go to a certain destination (or not) if a specific amount of items is found in the smart or logistic network (hence the "smart")
This feature could be used on more objects such as only output power to research labs or mega factories if there is (e.g.) over 10k coal in the logistic network

An Example: A train that is used to transfer iron plates from a Sub-Factory to the main factory. The train would only pickup iron from the Sub-Factory if the main factory does not have more then 10k in the smart or logistic system.

I hope i made my request clear - basically a train only runs if a condition is met (or not met).
