[0.17.12] Temporary stop condition starts instantly

Trains behave weird when using temporary stops with a train in automatic mode and only one station in schedule.

To reproduce:
- have a train in auto mode parked at a stop with only this stop in it's schedule
- select any temporary stop for it

The train will think it reached the temporary stop instantly and start wait the default 5s where it started before deleting the temp stop.
Then it goes through a brief no path moment before returning to waiting at the original stop.
