(0.17.11) I can only connect to some of the servers in "browse public games"

I fail to connect to some of the servers I attempt to join by clicking multiplayer, browse public games, and then join game. Instead of joining the game, I get a bar for "waiting for the server to save the map," which fills quickly, then a bar for "server is not responding," which fills slowly, then the message "communication with server failed." These servers are often shown as having multiple players (I've seen as many as five), which suggests the possibility that the problem is not on the host's end. Often, but not always, the ping of the servers I can't connect to is listed as "can't reach." While this issue only affects some servers, I have not had success attempting to join an affected server repeatedly.

I tried forwarding port 34197 UDP and triple-checked that the port, format, and internal IP were correct for that setting. This did not make a difference. I made sure that Factorio is an exception for windows firewall and that the web protection on my antivirus was not interfering. I have tried to find answers to this problem with Google, Reddit, Discord, the Factorio wiki, and this forum. Reddit was the closest to helpful as there were many posts on this exact problem, but I couldn't find anything useful aside from the suggestion that it could be an ISP issue, which seems possible.
