[0.17.0-1] Can't setup quick right toolbar

With the visual aid of the attached PNG; the right side of the new toolbar (for items like cut/copy/paste) cannot be modified. I started a sandbox environment and everything was filled. Starting a freeplay and I cannot set anything in the bottom right. I can only drag on the right |||| bars which rearrange the order in the popup list, but doesn't add it to the quickbar. The checkbox toggles don't work, and I re-read through the FFFs to find no information on a step I'm missing to add them to the quickbar.


I'm baffled.
