Did you use the installer or did you copy the 0.17 files onto a old version of the game? That file shouldn't exist anymore.

It didn't give me the option to update at the start (experimental is turned on) so I used the installer and installed in the same folder.

You might need to delete entire Factorio folder in Program Files and install it again

Ok fresh install worked. No problems anymore
