Can you mod the main menu

I had an idea for a mod. A multiplayer server list. If you create a server and set a public flag it will register it in a public server list. A new Multiplayer menu entry would be the server list which would contact the server list database, ping them and let you sort/pick a server. The mod could even add an entry to show the servers' game power consumption to give an idea what stage of the game the server is in (Kardashev scale) and/or perhaps the bitter evolution factor if you're looking for an early/mid/late game server.

But sadly I wasn't able to find a way to mod the main menu. Any ideas?

Not sure if this is a good idea without powerful anti-griefing tools. I can already hear the trollers celebrate in trolltown
