[0.16.51] Oil Refinery flame animation
I've just noticed - the flame animation is stricktly binded to electricity provision. So, if refinery has 50% of power - the flame animation will be slowed at half. I think the flame should always burn at full speed, without energy influence. It's just a flame, after all

Would also like modding support for shutting down machinery completely in case of missing energy and running oneshot animations when transitioning between powered states (less interesting for vanilla, but i already saw mods that would profit from that).
