Low FPS issue

I am having FPS issues with my current game that I never had before and have tried everything I know to fix them. So far as to uninstall the game (steam version) and reinstall. I also deleted the config file and had it generate a new one to set the graphics to default and disable all my mods.

I do have a computer with an integrated graphics card but have always ran at 45 fps at least when starting a new game and so I loaded a new map with just my avatar and I am still seeing a max of 27 fps.

any assistance would be greatly appreciated.

I don't know if the screenshot will help any but I saw a video that said this info was helpful so I hope it will be.

Hello, resolution 3000x2000 caught my eye - is that Surface Book?
Have you tried to reboot the computer?

Ive never messed with the resolution before, but I saw the same thing.

It is a surface book. when I uninstalled Factorio I restarted the computer before but not after. Just did and it seems to have fixed it. I am back up to 45-47 fps, but I am curious if there a way to change the resolution?
