survival mode but with being able to put any placable objects(buildings, walls, rails) without having them**(continue reading).
difference from just using survival mode+ command and allowing cheating mode?
for any of the 'placable objects' to not appear in inventory, for any items in the game to not appear in inventory.
**essentially you cant cheat in rocket parts, or science or any other item except PLACING buildings(which would not appear in inventory)
this way you could have survival mode(character with HP still there, technology to unlock still there, factory to build still there) with one major difference of not being limited by time.
after the changes player still has to build science for technology(etc.), and this would play major role in heavy modded playthrough.

shouldnt be hard to make if done smart way.
i remember similar mod but done in cheat-sandbox mode which is exactly NOT what the idea here is.

could be that easy way of achieving this would be allowing for blueprints/ghost building to be always replaced by real ones for free. (but con is that how you gonna place all of the buildings that you dont have(blueprinted) from hundreds of modded ones)
another way i can think of is allowing for cheat mod to give you stuff to the main inventory but somehow restrict that in there, so you cant in any way take any of the content anywhere else. (except placing buildings on the map)
not too ambitious if done smart, for someone that is into it, consider, could be fun.
