[0.16.38] Crash in main-menu after start (Win10 x64, Steam)

What did you do?
Started the game via Steam in Window-Mode, factorio was in background while loading.

What happened?
Shortly after loading finished in background factorio showed a message that it had crashed.

What did you expect to happen instead? It might be obvious to you, but do it anyway!
No crash.

Notes (maybe related):
- Network/Internet was sort of down (no throughput) and came back around the time factorio crashed.
