[0.16.30] Inconsistency when applying BP over deconstruction

If I use the deconstruction planner to mark entities for deconstruction, then apply a blueprint over the top of the marked for deconstruction entities, I'd expect any entity that is already existing and matches up with the blueprint would simply become no longer marked for deconstruction. Rails work as expected but for any other entity, the mark for deconstruction remains.

To reproduce:
Place some entities including rails and other items.
Make a blueprint of placed entities.
Mark all entities for deconstruction using deconstruction planner.
Place blueprint over the top of existing entities.
Note that the rails are no longer marked for deconstruction while everything else is still marked.

Ideally, any existing entity matching an entity placed via blueprint would become no longer marked for deconstruction.

I realize it can be convenient but at this point it's a very obscure use case.
More special rules and inconsistencies will probably just be more confusing to the average player.
I'll move this to not a bug since we believe it's not worth looking into.

I honestly thought it would be a more common use case. I used a blueprint to build a few identical subfactories then made some minor modifications to one of them. To apply those modifications to all other already built subfactories, I figured I could just blueprint the modified subfactory, then use the planners to deconstruct and construct the other subfactories without actually tearing everything down in between. What I found strange is that rails worked as I'd hoped but nothing else did.
