Cannot join my own headless server. Steam version [15.40]

I am running a headless server with the following command:
./bin/x64/factorio --start-server ./saves/tcof-save.zip --server-settings ./data/server-settings.tcof.json

And joining with this client command and connection method
./bin/x64/factorio --no-log-rotation
Play > Multiplayer > Browse Public Games > Login > Search for "TCOF Server!" > Enter password > Download map...

BUT then I receive the following error message upon connection:
"Cannot join. The following mod script files are not identical between you and the server:
level"

I am running the server and client from the same steam folder, so files between server and client are by definition identical. What gives?

I'm guessing this is viewtopic.php?f=11&t=57352 , which is fixed in latest 0.16

This issue still occurs in Steam version [16.22].

Post the save and the logs from server and client of the latest version.

We had the same problem. The error message was the same and in our case incorrect.

* Sign out from options before you create headless server.

* Then join that game normally signed in.

the problem for us was that the host is already there as headless and trying to join with that same account.
Just the error was total nonsense when it should be "player already signed into session" or something like that

I had this problem in 0.16.51. Leoliuos's solution worked: I quit Steam, restarted the headless server, started Steam, and now when I run Factorio normally (but with no-log-rotation) I can connect.

Is there a command-line option that could be used to start the headless server without needing to log out from Steam?
