[0.16.3] Cant select entities after mousing outisde Factorio

Ive been having the problem that any activity with the mouse outside the Factorio Window makes entities inside the Game unselectable or clickable. I still can run around, research and navigate the game menu. This occures whenever i Tab out of Factorio while it is in fullscreen, or just mouse outside the Factorio window while windowed. Pop-ups from other programs like Skype, Spotify etc also cause this issue.

To make Factorio playable again, I found out that changing the resolution, or changing from Windowed to Fullscreen enables the enteties to be selectable again.
This is not a game breaking thing, but it means i have to switch from full to windowed and back everytime i had to tab out, or something popped up. Or the next song on Spotify gave me a pop up. In short, annoyance.

I am not sure if this is only 0.16.3 related or if it is in other newer versions as well. I run a 0.16.3 dependent modpack so i cant check this. I also get the issue when i run a completely fresh vanilla install.
I also have only one Monitor, so i cant verify if this issue would occure across multiple screens.

I know this bug is probably a feature, because WHY would you EVER tab outside Factorio while playing? That's punishment for doing so!! Would be nice if someone could help tho
