Not sure why I can't place a miner here. Seems like a bug. I can place miners around it, but not in 2x2 block square. It's like something is blocking it, but there's nothing there.

It looks like you landfilled area on the left half of the screen. There might be still poorly visible tile of water in a way: 54663

i had the same problem with random rail tracks, seems as if there is a water tile but does not seem to be visible but when i landfill the offending area its fine.

I've seen this in several bug reports here - could you somehow either make it visible that it's water or make it land in the migration?
