[16.13] Logistic Bots wont work

Hi.

I have a couple of big logistic networks on my map and every thing is set up correctly.
There are about 2k Bots in there but only around 100 are working. (There are more then enough itmes to deliever and requested)
For one network this could be solved by removing logistic requests in the inventory.
But that was only for one network, and all the other ones are still not working properly.
