Trains-Unknown Key

I am playing on ver. 0.16.7 and I have a train with waiting conditions: cargo inventory full AND circuit condition Sulfuric Acid >= 20k. The circuit is connected from a storage tank to a train stop the train is currently at. The cargo inventory is full and the sulfuric acid is reading 24.9k by the circuit network, but the train is not leaving. There is fuel in the trains and a path as well. How do I fix this?
