mod portal: only even minor version

Problem

After each new factorio version, many mods stop working. Mod developers are not always able to update them within few month. Random people modify local files (sometimes just increasing the version). After few month official mod released. Now it is hard to find which local mods need to be updated.

If mod portal allow only even minor version for mods (e.g. 1.0.2, 2.4.8), then people could make uneven versions, and be sure, that mod will be updated correctly in future.
It will also solve problem when 2 players have same mod version, but one modified settings. Now modified will always have 1 version bigger.

PS: yes, there are minor threats, like if dev release new version of mod for prev factorio version, local modifications may get lost.
